City of Joburg launches WhatsApp hotline to clamp down on bad driving

The City of Johannesburg has launched a pilot project to curb bad driving and reckless behaviour on the roads, and its using ordinary motorists to fight the battle.

MMC for Community Safety at City of Johannesburg, Michael Sun says Buya Mthetho Hotline is a project where the city will be getting information from ordinary citizens.

He explains to CapeTalk's Kieno Kammies how it works.

A lot of road users believe that it's ok to drive in a reckless manner and this really a dangerous situation and these little time bombs of accidents are bound to happen.

Buya Mthetho is a WhatsApp based hotline where passengers, pedestrians, and motorists can record a video or a photo and send these through to the Whatsapp hotline with the description of the incident including place, date and time.

Our 24-hour operation centre will analyse the evidence received and a process will start from there.

Sun explained the legalities that come with reporting an incident to Buya Mthetho if it is escalated to the level of prosecution.

The person uploading the video must be the originator of the footage and should be willing to testify in a court of law to substantiate what they have witnessed, he says.

To keep the identity anonymous is a concern. A lot of people have asked us, would my identity be anonymous?

Before we get to a court process, the identity of the complainant will be kept 100% anonymous. There is no reason for us to divulge the identity of the complainant.
